The Federal Government of Nigeria, in partnership with the National Identity Management Commission (NIMC), the Central Bank of Nigeria (CBN), and the Nigeria Inter-bank Settlement System (NIBSS), is set to introduce an innovative national identity card with integrated payment capabilities. This new identity solution, powered by AfriGO, a national domestic card scheme, will offer a range of social and financial services to all citizens.
The National ID card, designed with verifiable national identity features, is authorized by the NIMC Act No. 23 of 2007, which mandates the issuance of a General Multipurpose card (GMPC) to Nigerians and legal residents. This card aims to meet the need for a physical identification tool that allows cardholders to verify their identity, access government and private social services, promote financial inclusion, empower citizens, and foster national development.
To be eligible for the card, individuals must be registered citizens or legal residents with a National Identification Number (NIN). The card will be produced according to international standards and will serve as the country’s primary national identity card. In addition to identification features, cardholders can link the card to their bank accounts for use as a debit or prepaid card. This functionality will enable access to various government intervention programs for financially underserved individuals.
In adherence to data protection regulations and public interest, NIMC is dedicated to safeguarding cardholders’ personal information and ensuring compliance with international data security standards. The card will feature machine-readable zones, identity card issue dates, and document numbers in line with international standards. Additional functionalities will include travel, health insurance information, microloans, agriculture support, food subsidies, transport benefits, and energy assistance.
The card will also incorporate Nigeria’s quick response code (NQR) containing the national identification number, as well as biometric authentication through fingerprints and photos for identity verification. It will have offline capabilities for transactions in areas with limited network coverage and will function as a debit and prepaid card for both banked and unbanked individuals.
Citizens and legal residents can request the card online, at commercial banks, participating agencies, or NIMC offices nationwide. This initiative aims to enhance identity verification, financial inclusion, and access to essential services for all Nigerians.
